How to get UzQR for a café or restaurant
UzQR is Uzbekistan's national unified payment QR code, and the system is run by the Central Bank of Uzbekistan. The code is not issued by a separate agency but by your bank: you connect to UzQR through the bank that holds your business account, then create the code yourself in the uzqr.uz account. Connection and issuing the code are free.
Who must have UzQR
- Legal entities in retail and services — from 1 July 2026. Cafés and restaurants are included. Accepting payments via the unified QR code has been voluntary since 1 January 2026; not using UzQR counts as a breach of the trading rules.
- Sole proprietors and the self-employed fall under a separate requirement: from 1 January 2026 they need a special QR code issued on a payment organisation's platform. They can also connect UzQR through a bank, but under the decree it is an obligation for legal entities.
You don't need to remove Click, Payme or other services' QR codes: the Central Bank of Uzbekistan has stated separately that requiring businesses to do so is unlawful.
How to connect UzQR: step by step
- A business account at an acquiring bank. The code is tied to an account at the bank that issues it, so you connect at the bank where the venue's account is held.
- An acquiring contract. On paper at a branch or online in the bank's business app. In TBC Business and Garant Bank, for example, it's under “Accept payments” → “Unified QR”. The bank sets your business type (MCC code) and registers you in the UzQR system. No separate contract with the system itself is needed.
- Log in to uzqr.uz. With the director's E-IMZO electronic signature: the digital signature certificate and password.
- A new QR code. In the account, choose the bank account, the code type — static or dynamic — and a name of up to 30 Latin characters. Company name, tax ID (INN), country and currency are filled in automatically.
- Printing. Download the static code and print it on a stand or sticker. Some banks deliver a ready-made stand for free.
The exact documents and connection time depend on the bank: some connect you online in a few minutes, others through a manager. Check with your bank.
Static vs dynamic code
A static code is the same for every payment: the guest scans it and enters the amount themselves. It's the stand at the till or on the table.
A dynamic code is created for a specific payment and shown on the seller's device. It connects to the POS software with an API key from the account; your POS provider sets it up.
You can register several codes to one account. The Central Bank of Uzbekistan recommends a separate dynamic code and a separate key for each till; a static code can be placed at the till, in a shop window or in printed materials.
How much UzQR costs
- Connection and issuing the code — free.
- The fee is 0.65% per payment, paid by the seller. Under the rules, the guest is charged nothing on top of the amount.
- Uzcard and Humo cards are accepted.
- Money arrives in the account selected for the code. Settlement time depends on the bank: instant at many banks, usually within a day at the rest.

- Payment history for periods of up to 35 days, with CSV export.
- Refunds to guests, including partial ones.
- Payment notifications to a Telegram bot — for static codes.
- Blocking and unblocking codes.
The bank is also required to show the status of each payment in its online and mobile banking.
Where QR✓OK helps
A regular UzQR stand is a static code: the guest types in the amount, and the venue later has to work out which bill was paid. QR✓OK takes the code you've already been issued — a photo of the stand is enough — and prints UzQR on the pre-bill with the amount and bill number. The guest confirms a ready-made payment in Click, Payme, Uzum or their own bank's app, and the money goes to your account just as it would via the stand. - No. The Central Bank of Uzbekistan has stated that UzQR does not replace them and that requiring their removal is unlawful.
- What is the fine for not having UzQR?
- A legal entity without the unified QR is in breach of the trading rules; as of July 2026 the fine amount has not been officially set. The 5 million and 20 million sum fines often mentioned in the media apply to the special QR code for sole proprietors and the self-employed.
